East Stirling's penalty jinx returned to haunt them as they let County off the hook.
Shire threw away a 2-0 lead and missed a penalty as they did everything possible to avoid lifting all three points.
Paul Paterson was the spot kick sinner after Steve Ferguson was sent off for fisting a header of the line.
Shire boss Hugh McCann wasn't surprised to see Nicky Walker save the kick and he groaned: "That was another chance to finish the game that we let slip. We have only had three penalties so far this season and we've missed them all."
County, going for eight wins in a row, made a disastrous start when Stuart Golabek sliced the ball onto his own bar and Kenny Kennedy reacted first to head in the opener.
More poor defending by County allowed Scott Walker to steer in No.2 after 51 minutes.
Debutant John McGlashan pulled one back immediately, then Paterson missed his penalty.
County made Shire pay for that miss when Golabek thumped in a superb free-kick from 20 yards 12 minutes from time.
