Gerry Farrell might have rejected the Premier League, but he turned on a virtuoso performance to set County up for a good win.
The youngster, who was snapped up by Neale Cooper from Dunfermline, received the ball on the half way line and ran unchallenged to Cammy Duncan before coolly placing his shot beyond the Rovers keeper.
Gerry said: "I was playing in Dunfermline's reserves and I didn't feel that I was ready for the Premier League. I've really enjoyed my spell with Ross.
"I couldn't believe how their defence opened up. You could have driven a double decker bus through it. I kept expecting to get clattered, but it didn't happen."
For Rovers, defeat left them looking like a shadow of the side that topped the table earlier on in the season. They created several clear-cut chances, but poor finishing and bad luck has now seen them slump to seventh in the League.
County should have increased their lead three minutes before the break but Duncan brilliantly saves Adams spot kick after McBain was brought down. Andy McLeod sealed the points after 68 minutes.
Cooper said: "To secure three points here isn't easy. I was delighted by the attitude and commitment of my players."
Dejected Rovers Boss Vinnie Moore said: "We created more chances in the second 45 minutes than we have done in the last six or seven weeks."
