Collin Samuel scored either side of half-time as St Johnstone left Dingwall with three points.
The Trinidad and Tobago striker headed the opener in the 29th minute, rising to meet Gavin Swankie's free-kick.
Samuel extended Saints' lead two minutes into the second half when he outpaced the County defence before firing home from close range.
Richard Brittain's 70th-minute strike reduced the deficit but the visitors held on to secure victory.
